Maximilian Gunther benefited from the crash at Turn 1 on lap one as he moved up from sixth to third place, while Mortara dropped to 11th place.
Out in front, Wehrlein was in a class of his own he secured a three and a half-second advantage to take victory ahead of Vandoorne.
Gunther came home in third ahead of Neel Jani in fourth place. robin Frijns ended the race in fifth ahead of Oliver Rowland in sixth.
Andre Lotter came home in seventh, ahead of Nico Muller in eighth.
Ma Qing Hua came home in ninth for Nio and Mortara finished the race in tenth place.
